The questions behind the map

IOWL started with three questions

What began as an inquiry into leadership and performance progressively exposed a wider set of connected questions about human development, responsible judgement, productivity, integrity, trust and the way capable people exercise knowledge, skill, responsibility and power.

The working diagnosis that emerged

Society has become increasingly capable, technically sophisticated and credentialled, while remaining comparatively unsystematic about developing the Calibre, responsible judgement and values-led agency required to use that capability well.

This is the organising IOWL contention behind the map. Complex educational, organisational, economic and societal outcomes remain multi-causal; the map makes their consequential human and judgement dimension explicit.
The deeper thread

Modern systems are highly developed at expanding what people can know and do. The comparatively under-specified question is how the people exercising that capacity are developed to judge what should be done, why, how and with what regard for consequence.

This is why the IOWL work has moved beyond another leadership framework. The emerging proposition is a developmental infrastructure for human Calibre: development, evidence, recognition and continual renewal of the human quality governing how Capability and Competency are exercised.

The interactive map above shows how the questions developed into a connected public architecture spanning Calibre, Positive Value Leadership™, Positive Values, responsible judgement, Reflective Transformation™, Integrous Agency™, Perpetual Calibre Development™, recognition, employability, institutional conduct, organisational performance, productivity, public policy, trust and wider societal outcomes. Employability is one application of the proposition - not the proposition itself. Reading the map: not every connection carries the same evidential status. The detail panel distinguishes IOWL concepts, risk contentions and interventions from emerging evidence, independent context, evaluation routes and research propositions. OECD strategic lenses are analytical overlays aligned to published OECD themes; they do not imply OECD endorsement, validation or formal adoption of IOWL concepts. Circles represent concepts, mechanisms, actors or outcomes - not webpages.

How to read the map

Colour identifies the role each node plays in the IOWL architecture. Connections are intentionally differentiated so that a conceptual or research relationship is not visually presented as if it were an established causal result.
