These Terms define the role, authority, membership and participation expectations of the International Advisory Council.
The International Advisory Council (IAC) is an established, non-governing and non-voting advisory body of the Institute of One World Leadership (IOWL). It provides independent international and interdisciplinary perspective and constructive challenge. The Council does not exercise executive management, corporate governance, curriculum, assessment, accreditation, standards-setting or awarding authority.
The Council brings international, interdisciplinary and professional knowledge into sustained scrutiny, challenge and contextualisation of IOWL's work on Calibre and the factors influencing the development and exercise of Integrous Agency. It exists because no single discipline, profession, culture, country or institutional sector can adequately illuminate all of the circumstances that shape human judgement, behaviour and responsible agency.
Council members may bring evidence, research, professional experience and contextual insight; identify assumptions, gaps and relevant external developments; challenge propositions constructively; examine contextual and cultural differences; and contribute to questions concerning the relationship between Calibre, Capability and Competency. Membership does not imply endorsement of every IOWL proposition, framework, conclusion or public statement. The value of the Council lies in informed scrutiny rather than presumed agreement.
IOWL retains sole institutional stewardship of its Calibre proposition, Positive Value Leadership, Reflective Transformation, Integrous Agency, Calibre Credits and associated frameworks, methodologies, standards, terminology, credentials and intellectual property. Participation does not confer ownership, joint authorship merely by membership, governance authority, curriculum control, accreditation authority, licensing rights, awarding authority, veto rights or a right to redefine or independently represent IOWL's Calibre proposition.
Members participate in a personal advisory capacity. Professional and institutional affiliations identify experience and context but, unless a separate written relationship expressly states otherwise, do not imply that the affiliated institution sponsors, governs, accredits, validates, partners with or endorses IOWL.
Appointments are based on the perspectives IOWL requires for effective scrutiny. Considerations include recognised knowledge or experience relevant to Calibre questions; a distinctive disciplinary, professional, cultural, geographic or experiential perspective; independence of thought; willingness to engage constructively across boundaries; professional integrity; respect for IOWL independence and intellectual-property boundaries; and the absence of an unresolved conflict incompatible with the role.
Membership is by appointment of IOWL's Executive Director and Dean, having regard to the balance and needs of the Council. Potential members may come to IOWL's attention through direct invitation, existing-member referral, external nomination or self-expression of interest. An expression of interest, nomination or referral creates no entitlement or expectation of appointment.
Appointments normally run for three years and may be renewed by IOWL having regard to continued relevance, substantive contribution, Council balance and the needs of the Institute. Existing historic appointments may be reconfirmed under the current Terms of Reference.
Members are expected to make a reasonable substantive contribution during their term. Contribution may include a full-Council convening, thematic meeting, Forum or roundtable participation, consultation response, specialist review, evidence-sharing or another agreed advisory activity. Value is assessed through contribution rather than attendance counting.
The full International Advisory Council is normally convened on a biennial cycle. Thematic meetings, consultations, roundtables and Forum participation are undertaken according to relevance and need. Meetings may be held remotely or in person. Non-members may be invited where their expertise is relevant and may be subject to the same confidentiality requirements as members.
The IAC does not take binding decisions on behalf of IOWL and no quorum is required for IOWL executive or standards decisions. No advisory recommendation acquires authority merely because a majority of participating members support it. Where IOWL commissions a recorded consultation, individual or collective views may be documented as advisory evidence.
IAC membership is distinct from Forum participation. Members may participate in AAC, IAAC, IASAC or thematic activity according to relevance and interest. Non-IAC participants may also take part in IOWL Forums. Forum participation does not confer IAC membership.
Members must protect information identified as confidential or reasonably understood to be confidential, including unpublished research, draft propositions, protected methodologies, partner information, internal records and restricted Council material. The obligation continues after membership ends. Material expressly released by IOWL for public discussion may be used subject to the stated terms and appropriate attribution.
Membership or participation does not grant permission to copy, adapt, commercialise, license or create derivative competing frameworks from protected IOWL material. Any separate co-authored or commissioned output is governed by the written terms agreed for that specific activity.
Members should disclose interests that may materially affect a particular discussion or contribution. A conflict does not automatically end membership; proportionate management may include disclosure, limited participation or withdrawal from the relevant matter.
With consent, IOWL may publish a member's name, current role, area of expertise, institutional affiliation, country, biography and photograph. Affiliations are descriptive and do not imply institutional endorsement. IOWL may identify a person as an IAC member only while the appointment is current or where historic status is made explicit.
IAC membership does not authorise a member to speak on behalf of IOWL, commit IOWL, make recognition claims, award credentials or present personal views as IOWL policy. A member may represent IOWL only where specific authority has been given for the engagement concerned.
Membership is honorary and voluntary unless a separate written arrangement provides otherwise. Reasonable pre-authorised expenses may be reimbursed where IOWL specifically requests activity that requires them.
Membership may end through resignation, expiry or non-renewal, mutual agreement, prolonged inactivity, an incompatible conflict, serious or repeated misrepresentation of the role, misuse of confidential information or intellectual property, or conduct reasonably considered capable of materially damaging the Council or IOWL. IOWL retains discretion to end an appointment where necessary to protect mission, independence, standards or the standing of the Council.
IOWL may review and amend these Terms of Reference to keep the advisory architecture aligned with its mission, governance and Calibre work. Material changes affecting existing members are communicated through the member review process. The current published version supersedes earlier IOWL Advisory Council Terms of Reference for current appointments.
The Council does not confer legitimacy by endorsement; it strengthens legitimacy through scrutiny.
