IOWL joins OECD integrity forum as the discussion connects safeguards with performance

PARIS, 23 March 2026 The Institute of One World Leadership (IOWL) is participating in the OECD Global Anti-Corruption & Integrity Forum at the OECD Conference Centre in Paris from 23-27 March.

The 2026 forum is being held under the theme The Integrity Advantage: Powering Competitiveness and Prosperity. The OECD is examining how enforcement, governance and integrity systems can prevent fraud and corruption while also supporting better decision-making, resilience, innovation, economic efficiency and long-term value creation.

Integrity from the outside and the inside

IOWL's interest in the discussion is the relationship between external systems and internal judgement. Laws, governance arrangements, controls and compliance systems are essential. They set boundaries, create accountability and provide mechanisms for intervention when standards are breached.

IOWL's developing Calibre proposition asks what happens before and between those controls. Many important decisions are made in conditions where rules require interpretation, incentives compete, information is incomplete or an individual has discretion. In those situations, the quality of judgement inside the person and the organisation becomes part of the integrity environment.

Through Positive Value Leadership™, IOWL is examining whether positive values can be made more explicit and developmental, and whether stronger values-governed judgement can complement rather than replace outside-in governance.

A continuing line from education to integrity

The Paris forum follows IOWL's engagement with the OECD Future of Education and Skills work. The connection for IOWL is deliberate. Education asks what people need to know, be able to do and become. Integrity asks how authority and capability are exercised when interests, incentives and consequences are real.

This is also relevant to organisational performance. Poor judgement can create financial, operational, regulatory and reputational consequences even where an organisation has highly capable people and detailed control systems. IOWL is therefore treating integrity as a human-performance question as well as an ethical and compliance question.

The Institute will use the forum to test the language and boundaries of its own proposition against wider international work on integrity, governance and performance.
