IOWL publishes position paper redefining employability beyond graduate outcomes

Beyond Graduate Outcomes sets out an IOWL definition of employability as a continuing capacity and distinguishes Capability, Competency and Calibre as complementary dimensions of readiness for work and progression within it.

BELFAST, 30 November 2025 The Institute of One World Leadership (IOWL) has published a new position paper, Beyond Graduate Outcomes: Redefining Employability as Capability, Competency and Calibre, arguing that graduate destinations and employment outcomes are important measures but are not, by themselves, a complete account of employability.

The paper separates employment from employability. Employment is a state or destination. Employability, in the IOWL proposition, is a continuing capacity that matters before recruitment, at the point of entry, during performance and as responsibility grows.

IOWL working definition in Beyond Graduate Outcomes

Three questions, not one

The paper proposes a three-dimensional model. Capability asks what a person knows and understands. Competency asks what that person can demonstrably do and apply. Calibre asks how, why and for whose benefit the person will exercise both.

IOWL is not presenting Calibre as a substitute for qualifications, skills or professional competence. The paper argues instead that each dimension answers a different question and that employability is strengthened when all three are developed together.

Why graduate outcomes do not answer the whole question

Higher education systems increasingly measure continuation, completion, graduate destination, employment, earnings, further study, skills utilisation and employer satisfaction. IOWL regards those measures as valuable evidence. The position paper asks what remains less directly evidenced: how an individual exercises judgement when supervision recedes, incentives conflict, circumstances change or decisions have consequences for other people.

This distinction matters to universities because graduate success is not exhausted by securing a first job. It matters to employers because appointment decisions are ultimately decisions about what a person will do with knowledge, skill, discretion and authority. It matters to learners because the qualities required to enter a role and the qualities required to remain trusted as responsibility grows are not necessarily the same.

Employability across a working life

The paper therefore treats employability as developmental and dynamic. Capability can increase through education and training. Competency can deepen through practice and experience. Calibre can also develop, but IOWL argues that it requires deliberate reflection, values-governed judgement and continuing recalibration rather than being assumed from qualifications, seniority or professional status.

The paper also makes clear that Calibre is not conferred by university education. People may demonstrate substantial judgement, integrity, fairness and responsibility before formal higher education, while highly qualified people may still require further development in how they exercise what they know.

IOWL is making the position paper available for institutional, academic and policy scrutiny as part of its developing public research architecture. The proposition is intended to be tested against existing employability research and against evidence from universities, employers and working life.
