The working paper series

Each paper enters the architecture through the problem most relevant to its audience. None asks the reader to abandon existing policy, education, governance, skills or professional systems. The purpose is to show where a distinct Calibre dimension may add explanatory, developmental and evidential value.

The papers are not separate theories. They are different views of the same question about the human quality governing how Capability, Competency, discretion and influence are exercised.

How each paper is constructed

Context firstEach paper begins with the policy, regulatory, institutional or research problem already recognised by the audience. It does not manufacture a problem in order to sell IOWL as the answer.
Calibre lensThe paper then asks whether keeping Capability, Competency and Calibre analytically distinct adds value to understanding or addressing that problem.
Evidence disciplineExternal evidence, IOWL emerging evidence, conceptual propositions and longer-term research questions are kept distinguishable.
